City councils, as local elected institutions, play a key role in mediating between citizens' demands and urban management performance. This study was conducted with the aim of assessing the level of citizen participation in city councils and examining its impact on improving service delivery and social justice in urban management. The research method was descriptive-analytical, and the required data were collected through library studies, scientific research articles, reports from international organizations, and reputable information databases. The research findings indicate that active citizen participation in city councils is significantly correlated with improved quality of service delivery and enhanced social justice at the neighborhood level. Furthermore, the results suggest that factors such as citizens' awareness of their rights, social capital, institutional trust, and access to information are among the most important drivers of citizen participation in urban management. مشارکت شهروندان در فرایندهای مدیریت شهری یکی از ارکان اساسی حکمرانی خوب و توسعه پایدار شهری به شمار می‌رود. شوراهای شهر به عنوان نهادهای انتخابی محلی، نقشی کلیدی در واسطه‌گری بین خواسته‌های شهروندان و عملکرد مدیریت شهری ایفا می‌کنند. پژوهش حاضر با هدف سنجش میزان مشارکت شهروندان در شوراهای شهر و بررسی تأثیر آن بر بهبود خدمات‌رسانی و عدالت اجتماعی در مدیریت شهری انجام شده است. روش تحقیق، توصیفی-تحلیلی بوده و داده‌های مورد نیاز از طریق مطالعات کتابخانه‌ای، مقالات علمی-پژوهشی، گزارش‌های سازمان‌های بین‌المللی و پایگاه‌های اطلاعاتی معتبر گردآوری شده است. یافته‌های پژوهش نشان می‌دهد که مشارکت فعال شهروندان در شوراهای شهر به طور معناداری با بهبود کیفیت خدمات‌رسانی و ارتقای عدالت اجتماعی در سطح محلات شهری همبستگی دارد. همچنین نتایج حاکی از آن است که عواملی نظیر آگاهی شهروندان از حقوق خود، سرمایه اجتماعی، اعتماد نهادی و دسترسی به اطلاعات، از مهم‌ترین پیشران‌های مشارکت شهروندی در مدیریت شهری هستند. /downloadfilepdf/42137
