    <Abstract>Climate change is increasingly altering the frequency and intensity of extreme loads acting on structures and critical infrastructure, challenging traditional structural design paradigms that rely on the assumption of load stationarity and historical climate data. This paper examines modern approaches to the design of climate-resilient structures and performance-based engineering against extreme loads. Through a critical analysis of recent scientific literature, an integrated framework is presented for the design and performance assessment of structures under conditions of climate non-stationarity; this framework incorporates multi-hazard considerations, multi-criteria performance objectives, and the integration of environmental sustainability. Findings indicate that performance-based wind engineering—as an emerging field—is adopting performance-based seismic engineering as a model and is moving toward optimization methods and integration with life-cycle analysis. Reliability-based design under climate non-stationarity—encompassing adaptive Load and Resistance Factor Design (LRFD) methods and probabilistic approaches—is identified as a practical strategy for maintaining target reliability indices amidst changing climatic conditions. Furthermore, innovative materials and systems, such as shape memory alloys, friction dampers, and self-centering systems, demonstrate significant potential for mitigating damage and enhancing resilience against extreme loads. This paper concludes that the transition from prescriptive design to multi-objective, multi-hazard performance-based design is an undeniable necessity for engineering communities in the era of climate change.</Abstract>
    <OtherAbstract Language="FA">تغییر اقلیم به طور فزاینده ای فراوانی و شدت بارهای حدی وارد بر سازه ها و زیرساخت های حیاتی را تغییر می دهد و پارادایم های سنتی طراحی سازه را که بر فرض ایستایی بارها و داده های تاریخی اقلیمی استوارند، با چالش های بنیادین مواجه می سازد. این مقاله به بررسی رویکردهای نوین در طراحی سازه های تاب آور اقلیمی و مهندسی مبتنی بر عملکرد در برابر بارهای حدی می پردازد. با تحلیل انتقادی ادبیات علمی اخیر، چارچوبی یکپارچه برای طراحی و ارزیابی عملکرد سازه ها در شرایط عدم ایستایی اقلیمی ارائه می شود که شامل ملاحظات چندخطری، اهداف عملکردی چندمعیاره و ادغام پایداری زیست محیطی است. یافته ها نشان می دهد که مهندسی مبتنی بر عملکرد باد به عنوان یک حوزه در حال بلوغ، مهندسی مبتنی بر عملکرد لرزه ای را به عنوان الگوی خود قرار داده و به سمت روش های بهینه سازی و یکپارچه سازی با تحلیل چرخه عمر حرکت می کند. طراحی مبتنی بر قابلیت اطمینان تحت عدم ایستایی اقلیمی، اعم از روش های ضرایب بار و مقاومت (LRFD) تطبیقی و رویکردهای احتمالاتی، به عنوان راهکارهای عملی برای حفظ شاخص قابلیت اطمینان هدف در شرایط متغیر اقلیمی معرفی می شوند. همچنین، مواد و سیستم های نوین از جمله آلیاژهای حافظه دار، میراگرهای اصطکاکی و سیستم های خودمرکزگرا، پتانسیل قابل توجهی برای کاهش آسیب و افزایش تاب آوری در برابر بارهای حدی دارند. این مقاله نتیجه می گیرد که گذار از طراحی تجویزی به طراحی مبتنی بر عملکرد چندهدفه و چندخطری، ضرورتی انکارناپذیر برای جوامع مهندسی در عصر تغییر اقلیم است.</OtherAbstract>
